The Uttarakhand government has issued an order imposing a green cess on vehicles entering the state. This is expected to increase government revenue by ₹100-150 crore annually.

In fact, starting in December 2025, vehicles from other states entering Uttarakhand will be required to pay a Green Cess. The state government has issued an order in this regard, clearly stating that the Green Cess will be mandatory for vehicles entering the state.

Green cess will be collected through FASTag.
Providing further details, S.K. Singh, Additional Commissioner of the Transport Department, stated that starting in December 2025, vehicles from other states will be charged a green cess upon entering Uttarakhand . He stated that this fee will be automatically deducted from the FASTag installed on the vehicles. Automated Number Plate Recognition (ANPR) cameras have also been installed at 16 locations along the state’s borders to monitor this entire process of collecting the green cess.

The Uttarakhand government estimates
that this green cess will generate revenue of approximately ₹100 to ₹150 crore annually. The Transport Department has signed an agreement with a private company to make this system transparent. Automated Number Plate Recognition (ANPR) cameras have been installed at the borders of the Garhwal and Kumaon divisions. These include major border points such as Kulhal, Asharodi, Narsan, Chidiyapur, Khatima, Kashipur, Jaspur, and Rudrapur.

These vehicles will not be charged cess
While the government order states that Green Cess will be levied on vehicles coming from outside states, the government has also exempted some vehicles from this charge. The vehicles on which this charge will not be levied include two-wheelers, electric and CNG vehicles, government vehicles, ambulances and fire brigade vehicles. Along with this, if a vehicle re-enters the state within 24 hours, it will not have to pay Green Cess again.

80 on car, 700 rupees on truck
According to the department, it has been clarified that the amount collected through green cess will be used for air pollution control, road safety improvement and urban transport development. Looking at the rates of green cess fixed on different vehicles, 80 rupees will be levied on car, 250 rupees on delivery van, 120 rupees per day on heavy vehicles, 140 rupees on bus and cess ranging from 140 to 700 rupees will be levied on truck depending on the size.
It’s worth noting that last year, the Uttarakhand government announced the imposition of a green cess in 2024, but its implementation was repeatedly delayed. Now, the government has fully resolved to implement this system. According to government sources, the biggest reason for the delay in implementing it in the state has been the determination of its charges.
