According to a report by The Indian Express, discussions between Indian and Ukrainian officials have been ongoing for several weeks. New Delhi had reportedly established contact with Zelensky’s office even before Putin arrived in India, underscoring India’s commitment to maintaining open channels with both nations.
What the Ukrainian Ambassador Said
Ukrainian Ambassador Oleksandr Polishchuk had stated during Ukraine’s National Flag Day celebrations in August 2025 that Prime Minister Narendra Modi had extended an invitation to President Zelensky. He expressed confidence that the visit would indeed materialize, with both sides working on finalizing mutually convenient dates.
This diplomatic outreach follows a significant milestone in 2024, when PM Modi visited Ukraine for the first time since the establishment of bilateral ties in 1992. During that visit, Modi and Zelensky expressed their intention to upgrade India-Ukraine relations from a “comprehensive partnership” to a “strategic partnership” in the future.
Factors Influencing the Timing of Zelensky’s Visit
Despite the positive signals, the final schedule for Zelensky’s visit will depend on several sensitive factors:
- The progress of US President Donald Trump’s proposed peace plan
- The evolving situation on the Russia-Ukraine battlefield
- Domestic political pressures within Ukraine
The Ukrainian government is currently facing scrutiny over a major corruption scandal, which recently led to the resignation of Andriy Yermak, Zelensky’s close aide and chief of staff. India is reportedly initiating communication with newly appointed Ukrainian officials to continue discussions regarding the visit.
India’s Balanced Position on the War
India has maintained a consistent, neutral, and peace-focused stance since the beginning of the Russia-Ukraine war. PM Narendra Modi reiterated during Putin’s recent India trip that “India is not neutral; India is for peace,” emphasizing diplomacy over violence.

Since 2022, PM Modi and President Zelensky have spoken at least eight times and met four times, including their recent interaction during Modi’s visit to Tianjin for the Shanghai Cooperation Organization (SCO) summit in August 2025.

India’s relations with Russia continue to draw international attention. After Putin’s visit, several European countries urged India to use its influence to persuade Russia toward ending the war. Meanwhile, India has had to reduce Russian crude oil imports since September due to a 25% penalty tariff imposed by the United States.
Interestingly, the joint statement issued after Modi-Putin talks referred to the conflict only as a “crisis,” softening India’s earlier language in 2022 and 2024, when Modi stated that “this is not an era of war” and that solutions must come through diplomacy, not battlefield escalation.
