Bengaluru and Chennai Ranked Safest Cities for Women in India: Avatar Group Report: Bengaluru and Chennai have emerged as the best cities in India for women’s safety and career growth, according to the latest report by workplace culture consulting firm Avatar Group. The findings are part of the fourth edition of the “Top Cities for Women in India” (TCWI) report.

The TCWI report, a longitudinal inclusion index, evaluates Indian cities on parameters such as women’s participation in the workforce, safety, and career advancement. This year, women from 125 cities across the country participated in the survey, sharing their experiences related to safety and professional growth.

Bengaluru Tops the List Again

Bengaluru secured the No. 1 position with a City Inclusion Score (CIS) of 53.29, retaining its top rank from 2024. The city’s leadership is attributed to strong career growth opportunities for women, a supportive industrial ecosystem, and progressive workplace practices.

Notably, Bengaluru also ranked first in women’s safety in 2025, reinforcing its reputation as the most inclusive metro for women in India.

Chennai, Pune Follow Closely

Chennai ranked second, maintaining its position from last year and continuing to score high on women’s safety. Pune secured the third spot, followed by Hyderabad at fourth.

Mumbai, which was ranked third in 2024, slipped to fifth place in 2025, indicating a decline relative to other cities in safety and inclusion parameters.

The report highlights that sustained efforts by governments, employers, and civil society are crucial to ensuring women feel both safe and empowered in India’s urban spaces.
