Odia language has been given importance in all shops and commercial establishments under the Municipal Corporations, Municipalities and Notified Area Councils of Odisha. The state government has made it mandatory to write signboards in Odia in these places.
A special directive has been issued by Usha Padhi, Principal Secretary, Housing and Urban Development Department to implement this. Ensuring the use of Odia language will be very effective for the promotion of Odisha’s cultural and linguistic heritage and for the benefit of those who do not understand any other language or script. For this purpose, the following instructions have been issued.

It would be very beneficial to ensure the use of Odia language for the promotion of cultural and linguistic heritage of Odisha and for the benefit of those who do not understand any other language or script. For this purpose, the following instructions are issued. All shops and commercial establishments under the jurisdiction of the Municipal Corporations, Municipalities and Notified Area Councils of Odisha shall ensure that the Odia language script is prominently displayed on their sign boards.
- Mandatory use of Odia script:
All shops and commercial establishments must use Odia script on at least 60% of the total area of their signboards. This will increase the visibility of our state language and make it more accessible to the public. - Incentives for compliance:
To encourage compliance with this directive, shops and commercial establishments complying with the above requirements will be given a 5% discount on the payment at the time of upcoming trade license renewal. This facility will be available on SUJOG portal/ Bhubaneswar.me portal. - Implementation and Monitoring:
Municipal Corporations, Municipalities and Notified Area Councils shall ensure compliance with the above directions by completing the compliance checks during trade license renewal and inspection by 30th September 2025. Non-compliant establishments will be issued a notice and given 55 days to rectify their signboards. Failure to do so will attract a penalty of Rs. 500/- (Rupees Five Hundred Only) per day till the rectification is done. - Awareness and Support:
Municipal Corporations, Municipalities and Notified Area Councils are directed to educate shopkeepers and commercial establishments regarding these instructions and conduct awareness campaigns for smooth implementation.
