Odisha Cabinet Approves 13 Proposals : Today odisha Cabinet approves 13 proposals . For the “Prosperous Cities” scheme, Rs 4879.30 crore will be spent, two-thirds of the posts in the Odisha Revenue Service will be filled through direct recruitment and one-third through promotion.

The state cabinet meeting held under the chairmanship of Chief Minister Mohan Charan Majhi has approved a total of 13 proposals from 11 departments, including these proposals.

Odisha Cabinet Approves 13 Proposals : Here we describe briefly
New police district in Rairangpur-Rairangpur will be a new police district with the aim of providing better and affordable police services to the people. The state cabinet has approved this. This new police district has been formed by dividing Mayurbhanj police district, whose headquarters will be in Rairangpur and there will be two SDPOs (Rairangpur and Karanjia) under it. This new police district will include 14 police stations, 5 outposts and 2 beat houses, which will work towards maintaining law and order in a more effective manner.
Dial 112 will run for another 5 years, with an estimated cost of Rs. 2261 crore-The state cabinet has approved the extension of the Emergency Response Support System (ERSS)-Dial-112 scheme for another five years. The cabinet has also approved a total outlay of Rs. 2260.89 crore for this Dial-112 from 2025-26 to 2029-30. Under this scheme, citizens dial the number ‘112’ for any help and there is a provision to provide them with immediate assistance. The scheme proposes to create 4195 new posts and provide 645 Emergency Response Vehicles (ERVs).
Free hostel facility in Odisha Model Schools- Free hostel facility in Odisha Model Schools-The State Cabinet has approved the provision of free hostel facilities in ‘Odisha Adarsh Vidyalaya’ in all 314 blocks of the state. All Adarsh Vidyalayas will have 100 boys’ and 100 girls’ hostels. In order to provide equal opportunities to students from rural areas in quality English medium education, the government has approved the waiver of the monthly hostel fee of Rs. 2000 paid by students residing in ‘non-KGBV hostels’ of Odisha Adarsh Vidyalayas. It has been revealed that for the next 5 years from April 1, 2025 to March 31, 2030, an expenditure of Rs. 349.20 crore will be incurred.
Amendment in the Recruitment Rules in Odisha Revenue Service-In the Odisha Revenue Service (ORS) cadre, non-revenue service employees will no longer be recruited on the basis of selection. As per the existing rules, 10 percent posts (selection based) were reserved in this regard. 50 percent of the total revenue posts were filled through direct recruitment (through OPSC examination), 40 percent were filled through promotion to the revenue department employees and the remaining 10 percent were filled through selection. But the state government has amended the Odisha Revenue Service Recruitment Rules and now two-thirds of the total ORS posts will be filled through direct recruitment and the remaining one-third will be filled through promotion. The officers being considered for promotion will have to complete 6 years of service as Revenue Supervisor, Revenue Inspector or Civil Servant at Level-9 as per the ORSP Rules, 2017. The age limit for promotion has been reduced from 53 to 50 years.

Rs 4879.30 crore for ‘Prosperous City’ scheme -The state cabinet today approved the ‘Prosperous Cities’ scheme with the aim of developing the cities of the state as development and economic hubs with the aim of making Odisha a developed state by 2036. A total expenditure of Rs 4879.30 crore is planned for this scheme. This will promote planned urbanization and balanced regional development in Odisha.
Ordinance on the appointment of the University Chancellor– In order to ensure better academic environment and administrative stability in the universities of the state, the state government has promulgated the Odisha Universities (Amendment) Ordinance, 2025. This amendment will increase the powers of the Chancellor (Governor) in the appointment of the Vice Chancellor. The Odisha Universities Act, 1989 will empower the Chancellor to appoint Vice Chancellors in the universities.
IFMS 3.0 Projector Tender Approved to TCS Ltd– The state cabinet has approved the proposal in favour of Tata Consultancy Services for the tender for the project ‘IFMS 3.0’, an important IT application for managing the state economy. The bid approved by Tata Consultancy Services is 23.51% lower than the initial estimate of the technical committee. The project cost is Rs 290.66 crore (excluding taxes). IFMS 3.0 will be upgraded to a modern system based on the ‘micro-services’ architecture, which will improve budgeting, payment processing, accounting, audit and reporting. IFMS is used by all administrative departments of the state government, government employees, pensioners and the general public for payment of government dues and collection of revenue.
Amendment to the State Code Commission Resolution-The State Cabinet has approved the amendment in the resolution issued by the government regarding the Odisha State Ethics Commission. Approved. As a result of this amendment, the Chairman of the Ethics Commission, who may be a retired judge of the Supreme Court or a retired Chief Justice of a High Court or a retired person, will get the allowances and other benefits as per the service conditions received during his service period. There will be no change in his service conditions after his appointment to the Ethics Commission.
