Odisha High Court Orders To Give Opportunity To B.Ed Candidates To Get Junior Teachers In The State : Candidates who have completed a two-year BEd course will get the opportunity to become junior teachers. The Odisha High Court has directed that BEd candidates be given the opportunity to be appointed as junior teachers in the state. The High Court has quashed the order passed on July 25, 2024, declaring the candidature of an applicant who had passed a two-year BEd course after graduation as ineligible and rejecting his candidature.

The names of the applicants will be reinstated in the provisional merit list published in the recruitment process held on the basis of the notification dated September 10, 2023 for the post of Junior Teacher. Thereafter, the High Court clarified that further action will be taken regarding the recruitment of the applicants.

A bench of Chief Justice Harish Tandon and Justice Manas Ranjan Prakash passed the order after hearing a writ appeal filed by Santosh Kumar Behera. The petitioner’s appeal against the order of dismissal of the candidature was dismissed by a single judge bench on October 4, 2024. Challenging this judgment, the petitioner filed a writ appeal before a two-judge bench of the High Court.

On the instructions of the Department of Schools and Public Education, OSEPA had issued a notification on September 10, 2023 to fill about 20,000 junior teachers in primary and upper primary schools. It was said that the conditions published on August 22, 2023 will be applicable for the appointment of junior teachers. It was said that the educational qualification has been prescribed as per the NCTE notification. It was clarified that the candidate must have completed one-year BEd along with other educational qualifications and can apply for this post. The applicant had completed two-year BEd (independent education) and had applied for this post. The applicant got a place in the published merit list. But later the applicant’s candidature was rejected as he had not completed one-year BEd.
