Last month, Turkey’s Anadolu Agency reported that Sergei Boyarsky, the head of the Duma’s information policy committee, described it as a “safe, multifunctional alternative to services such as WhatsApp and Telegram.” Boyarsky suggested it would “fill the last gap in our digital security” and replace “insecure foreign messengers.”

Digital Development Minister Maksut Shadayev suggested linking government services to a national messaging app during a meeting with President Vladimir Putin last week, pointing out Russia’s lag behind other nations in doing so.
What work will it do
And according to the Kyiv Independent, “the new app will be linked to Russian state and municipal registers. Personal data may be uploaded to it with users’ agreement, for ID purposes, for signing contracts, for payment for services or goods”. It can also be employed for signing contracts and for “educational services”.
Will you be able to use it?
It will not be possible for the users outside Russia to use this new Russian app. According to some reports, the government inside Russia may block WhatsApp and Telegram, due to which users will eventually have to use this new app.
