New rules for emergency quota
The Railway Ministry has directed all 17 railway zones not to accept any requests from travel agents for booking seats under the emergency quota. In 2011, the Railways had issued guidelines for this quota. Now these rules have been asked to be strictly followed. As per the new rules, written requests for emergency quota will be accepted only under the signature of a gazetted officer. The person making the request will have to provide his name, designation, phone number and the mobile number of one of the passengers.

The Railways has directed every officer, section and federation to maintain a register. In this register, details of all requests related to the emergency quota will be recorded.
This information will include the date, place and source of the requester’s journey, etc. The diary number of the register will also be mentioned in the request. It will be the responsibility of the person sending the request to provide accurate and clear information about the passengers.
Restrictions on travel agents…
The Railway Ministry has clearly stated that requests coming from travel agents will not be entertained. Officials have also been advised to avoid making false requests.
The Railways has also ordered regular checks on the Passenger Reservation System (PRS). This will be done to check collusion between ticket brokers and reservation office staff. Apart from this, all the request letters have been asked to be preserved for three months from the date of travel. With this new rule, the Railways aims to prevent misuse of emergency quota and make ticket booking more transparent.
