UP Government Waives Off Non-Tax E-Challans from 2017–2021, Relief for Over 12 Lakh Vehicle Owners

UP Government’s Big Decision: All E-Challans Of Last 5 Years Waived Off: In a major relief ahead of Diwali, the Uttar Pradesh Transport Department has announced the waiver of all non-tax e-challans issued between 2017 and 2021. These pending challans, whether in court or in administrative backlog, will now be marked as “Disposed – Abated” or “Closed – Time-Bar (Non-Tax)” on the official transport and e-Challan portals. This step aims to remove unnecessary legal or procedural blocks such as those related to vehicle fitness, permits, transfers, or High Security Registration Plates (HSRP).

Over 30.52 lakh e-challans were issued during this five-year period, out of which 12.93 lakh remained unresolved—10.84 lakh pending in courts and 1.29 lakh at the office level. The Transport Department has begun digital closure of these cases, with all records preserved in the backend for transparency and audit purposes. However, the waiver strictly excludes challans related to tax, IPC cases, serious crimes, and accidents.

The entire process is expected to be completed within 30 days, with regular progress reports being uploaded to a dedicated dashboard. Vehicle owners are advised to check their challan status on the portal after one month. No refunds will be issued for previously paid fines, and only challans issued until 31 December 2021 are eligible for this relief.
