Stray Dogs in UP May Face ‘Life Imprisonment’ for Repeated Attacks, Government Issues Strict New Order
In a major move aimed at curbing the rising cases of stray dog attacks, the Uttar Pradesh government has issued an order that allows for 10 days of confinement to life imprisonment for aggressive stray dogs. According to the directive by Principal Secretary of the Urban Development Department, if a dog bites a person for the first time, it will be detained for 10 days in an Animal Birth Control (ABC) Centre for observation, treatment, and behavior assessment.
If the dog attacks again after release and is found to be a “habitual biter”, it can be sentenced to life-long confinement at the ABC Centre. A three-member investigation team—comprising a livestock officer, a local body representative, and a member of the SPCA—will determine whether the dog attacked without provocation. If no provocation is found, the dog will not be released unless officially adopted, and even then, it will carry a microchip for ongoing behavioral monitoring.
This decision comes amid a sharp spike in dog bite cases across cities like Lucknow, Noida, Ghaziabad, and Prayagraj. The new policy includes mandatory anti-rabies vaccination, microchipping, and video monitoring of dogs under confinement. While the government believes this will bring relief to the public, animal rights groups are expected to raise concerns, especially in light of previous Supreme Court rulings on stray dog rights.
